Installing a water heater requires a gas permit. The reason for this is because as the venting of a high efficiency water heater is now plastic, piping and venting are usually rearranged or altered during installation.

As a furnace also has plastic venting, the original B vent that goes up through the building to the exterior requires a liner for the water heater and for this reason a gas permit would be required as well.

All commercial appliances that are changed out require a gas permit.
